Panamanian Government
A sovereign mask hiding the face of international corruption.
The Panamanian Government is a compromised sovereign entity within the global conspiracy known as The Company. While ostensibly an independent state authority, its upper echelons and security apparatus frequently collaborate with the shadow organization to facilitate money laundering, cover up illicit activities, and protect corporate interests across international borders.

Lore & Background
During the events of the third season, the Panamanian authorities arrest Michael, T-Bag, Mahone, and Bellick and imprison them at the Penitenciaría Federal de Sona. Sona is a prison run by the inmates and guarded only from the outside, due to a riot the year before. Inmates are only supplied with food and water and are expected to distribute and serve fellow inmates independently. The surrounding landscape is monitored by armed guards, who shoot at the sight of inmates escaping. The Company's operative Gretchen Morgan, who was in charge of operations in Panama, kidnaps Lincoln's son LJ and Sara, and demands that Michael break James Whistler out of Sona. This dynamic illustrates how deeply embedded the organization is; it does not just influence policy but effectively commands state machinery when necessary to maintain its secrecy.
In Their Own Story
Rain slicked the cobblestones of Panama City as Lincoln Burrows pressed his back against a damp alley wall. Beside him, Michael checked his watch, eyes scanning the street for the flash of headlights that meant pursuit. The local police sirens wailed in the distance, not searching for criminals, but hunting them. In this city, the badge on the officer's chest was secondary to the shadowy contract signed in a boardroom miles away. They were ghosts here, running from a government that had sold its sovereignty.
Reader's Guide
The hierarchy of the Panamanian Government within this context is not traditional but dictated by The Company's influence. Local officials answer to corporate liaisons who ensure compliance with consortium interests. Their primary goal regarding the protagonists is containment and elimination. Any individual threatening to reveal financial ledgers or criminal connections becomes a target for state-sanctioned removal. Operatives include corrupt police units and private security contractors hired by The Company. Methods of control involve surveillance, bribery, and intimidation. They utilize the country's banking infrastructure to track movements and financial transactions. In the global conspiracy, Panama acts as a shield, absorbing scrutiny while allowing illicit operations to continue unchecked behind a facade of legal sovereignty.
